Central Oregon Landwatch is appealing the Whychus Portal EA and DN/FONSI because they provide for extensive inappropriate recreation development in a sensitive Wild and Scenic River Corridor. This development is being proposed as a cure for some localized management problems, but the effect will be even greater use and impacts than currently exist and the elevation of recreation as the preeminent value over the Outstandingly Remarkable Values for which Whychus Creek was designated in the first place.
This recreation development is also being proposed without the required determination of user capacity required by the WSRA and full assessment of impacts required by NEPA. A more limited project with the primary focus on restoration instead of recreation development should be done.
