Deschutes County – Zone Change from UAR10 to RR10 and Relate Plan Amendment - Tetherow (10/17/08)

Description: Applicant states the purpose of amending DCC 23.126, adding exception language and amending the Comprehensive Plan map, designating a rural residential exception area, is to make the County’s Comprehensive Plan consistent with the Bend Area General Plan. Amendments to the Bend Area General Plan necessitated the exception determination to be noted in the Deschutes County Comprehensive Plan because the City no longer recognizes the Urban Area Reserve designation. It also requires the County to designate a rural residential exception area. Moving the exception language from the Bend Area General Plan to Deschutes County Comprehensive Plan, DCC 23.126 and re-designating Tetherow Resort and Highlands of Broken Top to a rural residential exception area do not change the status of any parcel or road. The issue is merely one of which comprehensive plan will house the necessary recognition of the exception land.
