Description: Applicants propose a change in place of use and character of use under Certificate 83571 which allows the use of up to 1/851 cfs (priority dates of Oct. 31, 1900, and Dec. 2, 1907) from a diversion (COIC) North Canal) in Sec. 29, T17S, R12E for irrigation in Sec. 1, T15S, R12E, and Sec. 5, 8, 10, 16, 17, 19, 20 and 21, T15S, R13E, W.M., and a diversion (Central Oregon Canal) in Sec. 13 T18S, R11E, W.M. for irrigation in Sec. 3, T18S, R12E, W.M. Applicants propose to create an instream use in the Deschutes River (from Central Oregon Canal to the mouth of the Deschutes River), at a maximum of 1.02 cfs, and to establish mitigation credits in the Deschutes Groundwater Study Area.
