Central Oregon LandWatch is urging a “YES” vote on Ballot Title 9-70, “Requiring Nitrogen Reducing Wastewater Treatment Systems in South Deschutes County,” also referred to as “the local rule,” appearing in the March 10 election.
The Department of Environmental Quality (“DEQ”) last year declared an existing public health hazard in south Deschutes County due to water contamination resulting from the influence of septic tanks on groundwater. Nitrates have been found in the groundwater that flows into the Little Deschutes River and the Deschutes River. Nitrates in surface water encourage the growth of algae and pose other dangers to the rivers.
The “local rule” would require compliance with water quality standards but would liberally allow 14 years for current septic systems to be upgraded. The County is also working on financial assistance to facilitate upgrades.
This is not a situation where doing nothing or endlessly studying the problem is an option. The water quality of the Deschutes River and its larger system must be protected.
