Oppose HB 3858—an Existential Threat to Farm and Forest Land Protections

We need you to tell your legislators to halt HB 3858—a deeply flawed proposal that creates a confusing new land classification affecting all rural, urban, agricultural, and forest lands across the state. This bill introduces the concept of “remainder parcels,” a term with no clear consensus behind it, and uses it to justify major changes that would disrupt established land use policies.

If passed, HB 3858 could be an existential threat to protections for farmland and forests, making it easier to push development into areas that have long been safeguarded.

Despite serious questions raised by stakeholders, the bill moved through the House with little debate and no meaningful revision. It's now in the Senate, where we have a chance to slow things down and demand a more thoughtful, transparent process.
