BACKGROUND

Oregon requires cities to plan for future population and job growth within their urban growth boundary (UGB). A UGB protects farm and forest land from urban development.

Cities must first focus on growing within the current city, by filling in and building up.

Then, an expansion of the UGB is often required to accommodate the rest of the expected growth.

Through public engagement, the community provides input on how and where Bend grows.

That input informs Bend’s Comprehensive Plan.

This plan becomes local law and impacts how and where things get built over time.
