Attend Prineville City Council Meeting
On April 14, the Prineville City Council will consider important updates to the City’s comprehensive plan at their regularly scheduled council meeting.

The most significant update will be a new Economic Opportunities Analysis (EOA), which is a forecast of Prineville’s growth and land needs over the next 20 years.
In April 2025, Prineville attempted to push through an EOA update and Urban Growth Boundary (UGB) expansion, with the ultimate goal of developing a biomass facility within the city limits.
Thanks to an outpouring of community opposition, that effort was voted down by the City Council in May 2025.
Unfortunately, this year’s proposed EOA is substantially similar – despite Prineville having over 1,300 acres of unconstrained and buildable land within the City, the proposed EOA is calling for 755 acres of additional land to develop data centers, manufacturing, and a possible biomass facility. Where and when these expansions will occur is unclear, as is how necessary water and power will be provided for these industrial uses.
Making decisions about the future of Prineville’s growth and land use is rarely simple or easy. It’s critical that City Council members both listen to community members' questions and concerns and have an opportunity to answer those questions and provide information.
